The Rocketing AI Co-incubation Program, a collaboration between Google and HKSTP, marks a significant step in advancing Hong Kong’s tech ecosystem. This program leverages AI and Google’s technology to foster innovation and opportunities for startups. We’ve already seen great results from our first cohort. In the second cohort, we are excited to have InvestHK as our supporting organization, allowing us to broaden the program’s reach to include not only local startups but also innovative overseas startups.
The program aims to identify and select startups that exhibit exceptional potential for growth and innovation. This program presents a unique opportunity for AI-first startups to receive comprehensive support, leveraging the combined strengths of Google and HKSTP. Through a holistic package of resources, mentorship, and funding, the program seeks to accelerate the success of startups and drive innovation within Hong Kong’s thriving tech ecosystem. Selected startups will benefit from up to USD $350,000 in Google Cloud Credits, up to HKD $1.29 million funded by HKSTP, and the guidance of a dedicated account manager from Google and HKSTP – all to ensure a smooth ascent to achieve your goals.

We did leverage Googe AI tools a lot to enhance our product quality and company work efficiently. During the HKSTP & Google’s co-incubation program, we have developed MOVA app, an AI-powered photo and video editing tool designed to democratize high-quality content creation. We really appreciate the support from HKSTP and our account manager’s support during the entire journey.
During the co-incubation programme, we utilised Google Cloud credits to train and optimise our AI models, significantly accelerating development. With access to Google’s high-performance infrastructure, we leveraged Cloud TPU and GPU instances to efficiently process large-scale datasets, reducing model training time while improving accuracy.
We leveraged Vertex AI, Gemini, and NotebookLM to rapidly prototype and iterate on core components of our AI-native funding platform. These tools enabled quick deployment of generative agents, structured knowledge workflows, and document intelligence features, allowing us to experiment, validate, and evolve the architecture while serving real customers in parallel.
Eligibility:
Ideally has received startup equity funding* from pre-seed to series A (if series A, raised within the last 12 months) by an institutional investor or common Web3 funding sources.
A Hong Kong AI based limited company, established within 5 years of the programme application submission date
At least 2 full time staff to be working onsite at HKSTP and not less than 50% of the team shall be R&D related
The founding team holds at least 51% of the company shares collectively
The company has a prototype or MVP which is being market
validated in principle
Not currently enrolled in HKSTP / Cyberport Incubation Program
*Qualifying investment types include equity investment vehicles that support startup growth from institutional investors and venture capital firms. Simple Agreement for Future Equity (SAFE) Agreements are eligible. To support the Web3 community, we accept verifiable token raises and Blockchain foundation grants. Funding via private equity, government innovation grants, prize funding, crowdfunding, angel, and friends and family funding will not qualify a startup for scale but will be evaluated for other program tiers.
